“We are concerned by two things in relation to all these agreements. The first one: there is a push to build the missile defense system. Secondly, this is happening with no regard for the concerns and the proposals being put forward by Russia, that is to say our position is being demonstratively ignored, which adds absolutely no certainty about the future system not being aimed against us,” he said.
“On the contrary, the pace at which all this is being implemented, is making us even more active in seeking precisely the legally binding guarantees,” Ryabkov said.
The Americans are ready to put such guarantees on paper, but as a declaration and not a legally agreement, he said.
“I do not want to speculate ‘what happens if.’ It is simply that one can no longer waste time and arrangements have to be made,” he said.
